Does anyone know who pitched the fastest pitch ever in a regulation game and how fast?

Does anyone know who pitched the fastest pitch ever in a regulation game and how fast? If I remember right Dalkowski hit 117 mph on the gun one time. Obviously his big problem was control. I don't know if he ever pitched in the majors. Dalkowski didn't hit 117 on the gun, because there were no radar guns at the time he pitched.  He was timed using a device which required him to throw the ball through a small area of the strike zone.  It took him 40 minutes to throw one in the correct spot, and this was the day after a start.  He was timed at about 96 MPH.  He never pitched in the majors.

I vaguely remeber someone saying that Rob Dibble in his prime hit over 100. I beleive it was 101 or 102. Anyone confirm this?? I have a video tape of a game from 1988 where Dibble was clocked over 100 mph several times.  It was a local broadcast of a game against Houston.  This was when Dibble was still a set-up man for John Franco. I remember one of the announcers (perhaps Marty Brennamen) mentioning that his whip-like throwing motion would lead to shoulder problems. He reeled off a list of 95+ mph pitchers who dominated for a year or two then disappeared.
