Dress-up games ?  Do you mean kisakae/kiss sets?  Those are sort of electronic paper dolls.  You're sure to find some Rei ones if you look.

I'm not sure if kiss sets are the same thing or not, but the sort of flash game I'm looking for is where you have to use your mouse to drag items of clothing and underwear on to/off Rei's body. The Asuka one I played on Newgrounds allowed you to play with her breasts and 'manko' too. I'm need something similar with Ayanami - preferably a well animated one with lots of interaction.
